Noida Authority, CAG Audit

Summary :

Common Cause filed a petition seeking directions from the Supreme Court for the audit of the accounts of New Okhla Industrial Development Authority (NOIDA), Greater Noida Development Authority (GNIDA) and the Yamuna Expressway Industrial Development Authority (Yamuna Expressway Authority) by the Comptroller& Auditor General of India (CAG). It was contended that these authorities mainly dealt in sale and transfer of one of the most valuable resources of the State, i.e. land, on behalf of the State Govt. It was also claimed that they were nothing but extensions of the State Government, operating under its total control and performing its functions. However, their accounts, unlike the accounts of the State government and its companies, were not audited by the CAG. Thus it was claimed that the accounts of these authorities be audited by the CAG. Eventually, after permission was sought by Common Cause to approach the High Court of Allahabad, the Supreme Court gave an order in pursuance of the same. The matter was moved before the High Court of Allahabad with PIL No. 48416/2015.
